Based on the data, it appears that a larger share of the sample of cities has a wind speed ranging from 0 -15 mph, however there doesn’t seem to be any indication that wind speed has a relationship with latitude. This is not surprising to see since it is widely known that movement of air in the atmosphere is driven by horizontal pressure gradients (constant elevation) surface and pressure along vertical surfaces do not cause winds. In conclusion, you are more likely see distinct wind speed patterns if the comparison was by longitudinal ranges (as opposed to latitudinal).
